I guess the Eagles did not establish an HOA. If they had, they could have specified who could "rent" or "lease" their space. On the other hand, perhaps the Eagles understand that affordable housing is in short supply and so they have extended their kindness to their bird friends.
Love a good satire comment! Yes the eagles are allowing a different species to use the nests that they have built but are not currently using. Better to welcome the new nesters than spend lots of energy scaring them off!
